Say it in the language you think in, in the capacity you are speaking from. It stands where you live, and your neighbours put their own names behind it. An idea spoken here is not content passing through a feed; it is a thing your street now has.

One report. Then it stops being one person's word.
Neighbours can corroborate what was said, dispute it, add their own evidence, or state that they are affected. Repeated reports of the same condition stop being administrative duplicates and become collective evidence: several separate vāks about the same problem can join into one shared Issue.
For you, Vaak is a question that cannot be shrugged off.

03RESPONSIBILITY BECOMES VISIBLE
You are the office. Your word needs proof.
When you speak here, everyone already knows it is really you: the seat is checked before the words appear, and nobody can stand in the square wearing your name. An office may accept an Issue or transfer it with a stated reason. "Not our department" is not an invisible rejection here; it becomes another inspectable event on the record.

The office committed to a date, in public, because the commitment was public. Completion is a claim the office can make; it is not, by itself, the record's last word. It closed only when the people who waded through the water said it was actually done.
