A country that can hear itself.
Speech is an act, not just information: saying something in public, under your own name, is already doing something. Vaak is the public civic record that treats it that way. When a citizen speaks, in their own script, it becomes a permanent record that carries through evidence, responsibility, commitment, and shown work, until the people affected confirm it. Not a social network, and not a grievance portal.
An act, not a post: once it's spoken, someone is answerable for it.
Two systems, and a gap between them.
India's public life runs through two systems, and neither one finishes the job. Citizens end up scattered across WhatsApp groups, phone calls, and dead-end portals, while the state hears the signal late, if at all.

Today's unit of success is "the file was disposed." Disposal is not improvement.
Not a post. A vāk.
A post is content: it can be deleted, denied, or scrolled past, and it obligates no one. A vāk is an act, the way a promise or a sworn statement is an act, and like any act it only holds if it can be pinned on someone. So every vāk declares six things:

Closure is never unilateral.
An Issue moves through thirteen states, and the last gate is public verification. An institution can claim it's done, but Resolved only happens once the people affected confirm reality actually changed. Even silence gets recorded honestly, as "no response," never as "nothing happened."
Resolved means reality changed, not that a file was closed.

THE INSTITUTION CANNOT CLOSE ITS OWN CASE
The layers exist. The connector doesn't.
India already runs the administrative layers. What's missing is the public layer connecting citizens to them, and that's what Vaak is: it replaces none of them; it just carries a citizen's words in and carries commitments back out. Nextdoor showed officials will post where residents are verified; a decade of SeeClickFix showed people speak up once they stop fearing retaliation.
Not a replacement for the state's systems. The public layer between them.
The refusals are the product.
The fight is against WhatsApp's convenience, not against Twitter. People switch when a vāk posted in two minutes produces a record a rant never could. The refusal that matters most is state ownership: on a state platform, the state is both the platform and the respondent, the exact setup that made people afraid to speak in the first place. That's why a government can't just build this itself.
